27. At the dedication of the wall of Jerusalem, the Levites were sought out from where they lived and were brought to Jerusalem to celebrate joyfully the dedication with songs of thanksgiving and with the music of cymbals, harps and lyres.
28. The singers also were brought together from the region around Jerusalem–from the villages of the Netophathites,
29. from Beth Gilgal, and from the area of Geba and Azmaveth, for the singers had built villages for themselves around Jerusalem.
30. When the priests and Levites had purified themselves ceremonially, they purified the people, the gates and the wall.

예루살렘 성벽이 완공되기까지 모든 과정이 하나님 은혜였어요. 느헤미야는 성벽을 하나님께 바치는 예식을 준비했어요. 봉헌식에 앞서 느헤미야는 찬양대로 섬길 레위인들을 예루살렘으로 불러 모으고, 제사장들과 레위인들을 정결하게 하고, 백성이 하나님께 찬양하며 영광 돌리도록 준비했어요.
Nehemiah prepared a ceremony to dedicate the walls of Jerusalem to God. Before the dedication, Nehemiah brought the Levites to Jerusalem to serve as singers, purified the priests and Levites, and prepared the people to praise and glorify God.
■ 인도자를 위한 본문 이해 (Understanding Scripture for the Leader)
예루살렘 성벽 건축을 마친 후 느헤미야는 사람들이 성안에서 불편함 없이 살 수 있도록 지혜를 발휘했어요. 아직 정비되지 않은 성안에 거주하는 것을 사람들이 꺼렸기 때문이에요. 느헤미야는 먼저 백성의 지도자들을 예루살렘성에 살게 했어요. 그다음은 백성 중에서 가문별로 제비를 뽑아 10분의 1은 성안에서 살게 했어요. 또한 자진해서 성안에 살고자 하는 사람들에게는 축복하고 격려해 주었어요(11:1~2). 느헤미야가 이처럼 행한 이유는 예루살렘성에 사람들이 거주해야 활기가 넘치고 성전에도 많은 사람이 찾아오리라고 생각했기 때문이에요. 그는 1차 포로 귀환 명단을 미리 살펴보며 거주민 이주 계획을 머릿속으로 그리고 있었어요(7:5). 또한 성전에서 섬기는 제사장들과 레위인들이 안정된 생활을 할 수 있도록 백성의 의무인 십일조와 헌금을 구별해 드리도록 독려했어요(10:32, 36~37, 39). 성전을 관리하고 예루살렘성에서 생활하도록 모든 정비를 마친 후 느헤미야는 드디어 ‘성벽 봉헌식’을 했어요. 봉헌식은 예루살렘 성벽 건축을 시작하신 분도 하나님이시고 마치도록 인도하신 분도 하나님이심을 고백하며 성벽을 하나님께 바치는 예식이에요. 악기를 연주할 수 있는 레위인들과 예배를 섬기는 제사장들이 이 예식을 준비했어요. 느헤미야는 예루살렘 성벽 봉헌식이 누군가의 업적을 치하하고 드러내는 것이 아니라 온전히 하나님께만 영광 돌리는 예배가 되도록 준비했어요.
After Nehemiah finished building the walls of Jerusalem, he used his wisdom to make sure that people were comfortable living in the city, because people were reluctant to live in the city that wasn’t yet in place. Nehemiah first allowed the leaders of the people to live in the city, and then he drew lots from the people by family so that one-tenth of them would live in the city. He also blessed and encouraged those willing to live in the city (11:1-2). Nehemiah did this because he believed that the city of Jerusalem would be more vibrant and the temple would have more visitors if it was populated. He had already looked over the first round of captive returns and had a plan in his head for the resettlement (7:5). He also encouraged the people to distinguish between tithes and offerings, the obligations of the people, so that the priests and Levites who served in the temple could have a stable living (10:32, 36-37, 39). After taking care of the temple and making all the arrangements for living in the city of Jerusalem, Nehemiah finally performed the “Dedication of the Walls,” a ceremony in which he dedicated the walls of Jerusalem to God, acknowledging that God was the one who started the construction of the city and the one who would see it through to completion. The Levites, who could play musical instruments, and the priests, who led the worship, organized the service. Nehemiah made sure that the dedication of the walls of Jerusalem was not a celebration of anyone’s accomplishments, but a service that gave all the glory to God.
“백성의 지도자들은 예루살렘에 거주하였고 그 남은 백성은 제비 뽑아 십분의 일은 거룩한 성 예루살렘에서 거주하게 하고 그 십분의 구는 다른 성읍에 거주하게 하였으며 예루살렘에 거주하기를 자원하는 모든 자를 위하여 백성이 복을 빌었느니라”(느 11:1~2).
1. Now the leaders of the people settled in Jerusalem, and the rest of the people cast lots to bring one out of every ten to live in Jerusalem, the holy city, while the remaining nine were to stay in their own towns.
2. The people commended all the men who volunteered to live in Jerusalem. (Nehemiah 11:1-2; NIV)
“내 하나님이 내 마음을 감동하사 귀족들과 민장들과 백성을 모아 그 계보대로 등록하게 하시므로 내가 처음으로 돌아온 자의 계보를 얻었는데 거기에 기록된 것을 보면”(느 7:5).
5. So my God put it into my heart to assemble the nobles, the officials and the common people for registration by families. I found the genealogical record of those who had been the first to return. This is what I found written there: (Nehemiah 7:5; NIV)
“우리가 또 스스로 규례를 정하기를 해마다 각기 세겔의 삼분의 일을 수납하여 하나님의 전을 위하여 쓰게 하되”(느 10:32).
32. “We assume the responsibility for carrying out the commands to give a third of a shekel each year for the service of the house of our God“… (Nehemiah 10:32; NIV)
“또 우리의 맏아들들과 가축의 처음 난 것과 소와 양의 처음 난 것을 율법에 기록된 대로 우리 하나님의 전으로 가져다가 우리 하나님의 전에서 섬기는 제사장들에게 주고 또 처음 익은 밀의 가루와 거제물과 각종 과목의 열매와 새 포도주와 기름을 제사장들에게로 가져다가 우리 하나님의 전의 여러 방에 두고 또 우리 산물의 십일조를 레위 사람들에게 주리라 하였나니 이 레위 사람들은 우리의 모든 성읍에서 산물의 십일조를 받는 자임이며”(느 10:36~37).
36. “As it is also written in the Law, we will bring the firstborn of our sons and of our cattle, of our herds and of our flocks to the house of our God, to the priests ministering there.
37. “Moreover, we will bring to the storerooms of the house of our God, to the priests, the first of our ground meal, of our grain offerings, of the fruit of all our trees and of our new wine and oil. And we will bring a tithe of our crops to the Levites, for it is the Levites who collect the tithes in all the towns where we work. (Nehemiah 10:36-37; NIV)
“곧 이스라엘 자손과 레위 자손이 거제로 드린 곡식과 새 포도주와 기름을 가져다가 성소의 그릇들을 두는 골방 곧 섬기는 제사장들과 문지기들과 노래하는 자들이 있는 골방에 둘 것이라 그리하여 우리가 우리 하나님의 전을 버려두지 아니하리라”(느 10:39).
39. The people of Israel, including the Levites, are to bring their contributions of grain, new wine and oil to the storerooms where the articles for the sanctuary are kept and where the ministering priests, the gatekeepers and the singers stay. “We will not neglect the house of our God.” (Nehemiah 10:39; NIV)

After Nehemiah finished building the walls of Jerusalem, he made all the administrative arrangements for people to live in the city. Then, he wanted to have a dedication ceremony to give thanks to God, who had guided them from beginning to end. He gathered the Levites and had them play instruments and lead a joyful worship service. Despite the difficulty of completing the wall in the face of threats and intimidation from his enemies, Nehemiah doesn’t take credit or give credit to anyone in particular, but instead makes sure that God is fully glorified.

Nehemiah prepared the Levites and priests to make sure that the dedication of the wall would be a complete worship service to God and a time for everyone to rejoice in God. He mobilized all the instruments that would be played for the dedication, purified their bodies and minds before God, and made sure that it would be a joyful service. It wasn’t for Nehemiah nor the people, it was for God. It took the preparation and work of many people to make sure that the worship was focused on God. Think specifically about what you can do to make sure that the worship at your church and in your home is complete.
