□ NIV
2 “Son of man, prophesy against the shepherds of Israel; prophesy and say to them: ‘This is what the Sovereign LORD says: Woe to you shepherds of Israel who only take care of yourselves! Should not shepherds take care of the flock?
3 You eat the curds, clothe yourselves with the wool and slaughter the choice animals, but you do not take care of the flock.
4 You have not strengthened the weak or healed the sick or bound up the injured. You have not brought back the strays or searched for the lost. You have ruled them harshly and brutally.
5 So they were scattered because there was no shepherd, and when they were scattered they became food for all the wild animals.
6 My sheep wandered over all the mountains and on every high hill. They were scattered over the whole earth, and no one searched or looked for them.
□ ESV

2 “Son of man, prophesy against the shepherds of Israel; prophesy, and say to them, even to the shepherds, Thus says the Lord GOD: Ah, shepherds of Israel who have been feeding yourselves! Should not shepherds feed the sheep?
3 You eat the fat, you clothe yourselves with the wool, you slaughter the fat ones, but you do not feed the sheep.
4 The weak you have not strengthened, the sick you have not healed, the injured you have not bound up, the strayed you have not brought back, the lost you have not sought, and with force and harshness you have ruled them.

(Understanding the Scripture)
A leader is like a shepherd who cares for the sheep (people) entrusted by God. The role of a shepherd is to keep the sheep safe and feed them good pasture. However, rather than helping the weak people, the leaders of Israel used them to satisfy their own greed, and the people were scattered and suffered greatly. God will judge the wicked leaders.
(Understanding Scripture for the Leader)
Chapter 34 records the responsibilities of leaders. A shepherd must take responsibility for the safety of the sheep and strive to feed them good pasture. However, rather than caring for the people with a shepherd’s heart, the leaders of Israel abandoned the mission given by God and did not care for the people. Moreover, they committed evil by taking unfair advantage of the people. As a result, the people of Israel were put in a crisis situation like sheep without a shepherd, and their safety could not be guaranteed. Seeing this, God conveys His sorrow and rebukes the leaders. God will oppose the wicked leaders and rescue the people from their hands (34:10). God loves His people. God Himself will become the true shepherd, care for His people, and feed them with good things (34:13-15). Through the words of the Book of Ezekiel, God promises to raise up one shepherd, a descendant of David (34:23). This is Jesus Christ. He will care for us with God’s heart and lead us on the path of love.
“Thus says the Lord GOD, Behold, I am against the shepherds, and I will require my sheep at their hand and put a stop to their feeding the sheep. No longer shall the shepherds feed themselves. I will rescue my sheep from their mouths, that they may not be food for them.” (Ezekiel 34:10)
“And I will bring them out from the peoples and gather them from the countries, and will bring them into their own land. And I will feed them on the mountains of Israel, by the ravines, and in all the inhabited places of the country. I will feed them with good pasture, and on the mountain heights of Israel shall be their grazing land. There they shall lie down in good grazing land, and on rich pasture they shall feed on the mountains of Israel. I myself will be the shepherd of my sheep, and I myself will make them lie down, declares the Lord GOD.” (Ezekiel 34:13-15)
“And I will set up over them one shepherd, my servant David, and he shall feed them: he shall feed them and be their shepherd.” (Ezekiel 34:23)

(Question Guide)
Since children may find words like ‘leader’ or ‘responsibility’ difficult, please first talk about what the most important job of a shepherd is. Explain that a shepherd is someone who cares for and protects the sheep, and then read verses 3-4 together. Point out that what God highlighted was their failure to help the weak, care for the sick, and find the lost. It will be easier to understand if you refer to them as people who have lost their caring hearts rather than using the expression ‘bad leaders.’ Explain that the leader God expects is someone who saves and cares for people with the strength God has given. Through this process, please guide the children so that they can move beyond criticizing leaders and learn that saving and caring for people is what makes a leader pleasing to God.
(Commentary for the Leader)
The biggest problem of the leaders whom God rebuked is the ‘absence of care.’ They did not look after the weak, the sick, and the injured whom they should have cared for, nor did they share their hearts with them. Furthermore, they ruled the people ruthlessly and cruelly. One of the important roles of a leader is to care for and revive the weak. After examining the problems of the Israelite leaders pointed out by God, I hope you move beyond the perspective of criticizing ‘bad leaders’ and move toward questions like ‘What kind of person will God appoint as a shepherd?’ or ‘What kind of shepherd does God desire?’ Throughout chapter 34, God refers to His people as ‘my sheep’ and says that He will look after them. And He promises to send one shepherd as a descendant of David in the future. This text serves as the background for understanding that Jesus, the Son of God, came to this earth as a descendant of David, and that He becomes our eternal Shepherd.
